FORMER CIVIL RIGHTS CHIEF RALPH BOYD NAMED TO NEW HUGHES BOARD OF DIRECTORS

NEW YORK - October 22, 2003 -- Hughes Electronics Corporation today announced that Ralph F. Boyd will join the company's new board of directors, pending federal government approval of the split-off of HUGHES from General Motors, completion of the split off and the sale of 34 percent of HUGHES common stock to News Corporation. Boyd's appointment would complete the formation of the previously announced 11-member board by designating a sixth independent director.

Boyd is a partner in the Washington office of Alston & Bird. From 2001 until 2003, he served as the Assistant Attorney General for Civil Rights at the United States Department of Justice where, as the nation's chief civil rights enforcer, he reported directly to Attorney General John Ashcroft. Prior to becoming Assistant Attorney General, Boyd was a trial partner with Goodwin Procter LLP in Boston, and before that, served for six years as an Assistant United States Attorney in Boston.

Boyd is a graduate of the Harvard Law School and Haverford College.
